通过二十多年的快速发展,我国公路建设形成了庞大的收费公路资产,形成了稳定、快速增长的通行费收入现金流和车购税、养路费税费现金流。我国公路建设阶段性的特点和车购税等交通专项资金、收费公路通行费现金流快速增长的特点形成的公路建设资金供需剪刀差,决定了通过盘活存量、增量资产(现金流),将未来收益变现,同时用好用活金融工具,抓住当前全球资金流动性过剩的有利时机,调整负债结构、降低融资成本、优化资金管理,可以有效地解决当前公路建设资金缺口问题,为我国公路建设又好又快发展提供资金保障。
