修改公文、会议文稿及其他一些机关应用文是文字秘书的主要工作。这里面既包括自身起草文件的初稿,也有大量由部委办局代领导机关或领导干部拟写的文件初稿。这些文件的“胚胎”和“雏形”能否成为“正品”,反复修改至关重要。从实践看,若把修改真正当成写作文稿的一个重要阶段,至少必须做到“五戒”: 一戒下笔即改。修改文稿,发现什么问题修改什么问题,发现哪里有问题就在哪里修改,这是对的。但写就或拿到一篇初稿,不等通观全文就边看边改,最容易出现顾此失彼、舍本求末的现象,费上
