The Changjiang Institute of Surveying and Mapping Technology (herein referred to as the Changxue Institute) was established in the early 1980s. In 1985, it was declared by the Ministry of Water Resources and approved by the State Science and Technology Commission. The Changchao Institute was directly subordinated to the Ministry of Water Resources and became the only specialized surveying technology research institution for water conservancy and power systems. It is now affiliated with the Ministry of Water Resources. There are 68 people in the survey office. 85% of them are scientific researchers. Among them are 4 professor-level senior engineers and 1 senior engineer ZI, 75%.
