供给侧结构性改革关系到经济长远的发展,其关键是转变发展方式,从过去单纯追求数量型、速度型转变为效益型、质量型。改革红利不可能自然产生,需要调动每一个投资者的主动性和积极性。改革转型要从最薄弱的环节突破,调动群众的积极性,把产权改革放在重要位置,注重解决就业和民生问题。增强国有企业改革动力,应从完善人才激励制度、逐步实行职业经理人制度、推行职工持股制度等方面入手。在全面深化改革中,要鼓励地方大胆探索、改革创新,允许试错、宽容失败。
The structural reform on the supply side is related to the long-term economic development. The key is to change the mode of development from the simple pursuit of quantity and speed in the past to the benefit and quality. Reform dividends can not arise naturally and need to mobilize the initiative and enthusiasm of every investor. The breakthrough in reform and transformation needs to be made from the weakest link, mobilizing the enthusiasm of the masses, placing property rights reform in an important position and paying attention to solving the problems of employment and people’s livelihood. In order to enhance the motivation for the reform of state-owned enterprises, we should start with improving the incentive system for qualified personnel, gradually implementing the system of professional managers, and implementing the system of employee stock ownership. In deepening the overall reform, we must encourage local bold exploration, reform and innovation, allowing trial and error, tolerance and failure.
