地质勘查一线紧缺人才培养工程是落实《国土资源中长期人才发展规划(2010—2020年)》中的四项重点人才工程之一,该工程要求建立地勘紧缺人才培养工程绩效评估机制,将各参与单位方案实施情况纳入绩效评估管理。通过开展绩效评估,更好地推进人才培养工程的实施,为加快地勘紧缺人才的培养提供借鉴和参考。首先对地勘紧缺人才培养工程进行了简要介绍,然后从输入指标、过程指标和输出指标3个评价维度出发,构建了地勘紧缺人才培养工程绩效评估指标体系,运用层次分析法确定了各指标的权重,建立了地勘紧缺人才培养综合评价分析模型,并给出了评价方法和评价标准。
