文章从农民工的内部分化入手，分析老生代和新生代农民工的不同特点及其对社会保障体系，对养老、医疗、失业、工伤、生育社会保险及住房保障、教育保障等具体保障项目的不同诉求，提出农民工社会保障建设应以内部分化为重要依据来分层分类，应重视对新生代农民工城市生存和发展有重要影响的项目建设，应切实提高农民工的参保率，应完善社会保障管理和服务，应加快农民工社会保险衔接问题的解决。“,”Starting from the internal differentiation of the migrant workers,the present paper analyzes the different characteristics of the old-generation migrant workers and the young ones,and their demands for social security (including old-age pensions,medical care,unemployment pay,employment injury pay,maternity in-surance),housing security,and education security.The workers hold that the social security for them should be sub-leveled and sub-categorized chiefly based on the internal differentiation.Stress should be placed on the construction of the projects related to significant impact on the survival and the development in cities for the young-generation migrant workers,on the increase of the proportion of the workers eligible for insurance,on the improvement of social security management and services,and on the speeding up of the solution to the problem of their social insurance convergence.
