由于特殊的原子结构和物理化学性质,稀土不仅成为钢铁、有色金属、石油化工和轻工纺织等传统产业不可缺少的重要原料,而且随着科技的进步,在光电信息、新能源、激光等高技术和新材料领域中显示出不可替代的作用。对于如此重要的战略资源,美国必然会特别关注并确保稀土的可持续供应。对于稀土资源的开发,美国会根据国际贸易政策、温室气体排放法规、采矿环保法规及稀土适用比的变化等,确定出五种稀土需求情况,并以此确定需要开发的矿山位置和数量。今后几年,美国人将在加快开发国内稀土矿山的审批程序、增强国际贸易关系、强化稀土回收利用和加强稀土替代材料的研发等方面,持续加大工作力度。
