数据包络分析(DEA)是以相对效率概念为基础发展起来的一种效率评价方法,它可对同一类型的各决策单元的相对有效性进行评定和排序。采用DEA方法,以能源消费量、劳动力、资本存量为输入指标,以GDP产出为输出指标,分析1996~2006年北京市全要素能源效率问题。在实证研究的基础上,建议推进技术进步、加快产业结构及产品结构的调整、大力发展清洁优质能源以及改革能源价格形成机制,以有效提升北京市能效水平。
Data envelopment analysis (DEA) is an efficiency evaluation method based on the concept of relative efficiency, which evaluates and ranks the relative effectiveness of decision-making units of the same type. Using DEA method, taking energy consumption, labor force and capital stock as input indexes and GDP output as output index, this paper analyzes the total factor energy efficiency of Beijing from 1996 to 2006. On the basis of empirical research, it is suggested to promote technological progress, speed up the adjustment of industrial structure and product mix, vigorously develop clean high-quality energy sources and reform the formation mechanism of energy prices so as to effectively enhance the energy efficiency of Beijing.
