机场管理机构在航空运输系统中存在着不可或缺的重要作用。在航空旅客运输服务中,机场管理人有对旅客提供信息的义务,这一法律价值应被重视起来。这不仅是完善当代民航运输体系的要求,也是对航空旅客在运输服务中所应当知晓各项信息的合法权益的保证。机场管理人对旅客的信息提供义务在航班不正常时尤为重要,因为其未合理履行信息提供义务导致旅客遭受损害的,机场管理人应当承担对旅客的民事赔偿责任。
Airport management agencies have an indispensable and important role in the air transport system. In air passenger transport services, airport operators have an obligation to provide information to passengers, a legal value that should be taken seriously. This is not only a requirement for improving the current civil air transport system, but also a guarantee for the legitimate rights and interests of air travelers who know all information in transport services. The duty of airport manager to provide passenger information is especially important when the flight is not normal because the airport manager should bear the civil compensation liability to the passenger as it fails to reasonably fulfill the duty of providing information.
