80年代末期,我国的经济模式已开始由高度集中的计划经济向社会主义市场经济转化。牡丹江市卫生局在深化卫生改革、放开搞活的同时,遵循价值规律、供求规律、竞争规律,将医疗服务市场需求作为配置卫生资源的依据,把市场变化作为调整卫生事业结构的前提,在科学预测社会需求的基础上,针对医学模式、疾病谱变化以及卫生资源既不足又浪费的实际情况,从调整卫生组织结构、专科结构、人才结构、投资结构入手,合理配置和优化利用卫生资源。
In the late 1980s, China’s economic model has begun to shift from a highly centralized planned economy to a socialist market economy. The Mudanjiang City Health Bureau, while deepening health reforms and relaxing its livelihoods, follows the laws of value, laws of supply and demand, and competition laws, takes the market demand for medical services as the basis for disposing health resources, and takes market changes as the prerequisite for adjusting the structure of the health industry. On the basis of forecasting social needs, we should rationally allocate and optimize the use of health resources by adjusting the structure of health organizations, specialties, talents, and investment structures in light of the fact that medical models, disease spectrum changes, and health resources are both insufficient and wasteful.
