2007年9月21日,“构建电子政务知识体系研讨会暨电子政务译丛项目启动仪式”在国家信息中心举行。国家信息中心常务副主任王长胜致开幕词,国家信息化专家咨询委员会常务副主任周宏仁先生、北美数字政府学会主席谢润·道斯(Sharon S.Dawes)女士分别做主题发言。会议由国家信息中心信息化研究部处长于施洋主持。本次会议的主题是探讨电子政务的知识体系构建。电子政务作为一个新兴学科,其研究领域涉及到公共行政学、管理学、计算机科学、信息管理学以及政治学、经济学、法学等多个学科,因此,对其学科取向的研究越来越受到国内外专家学者的重视。而电子政务知识体系的构建,将深刻影响电子政务发挥作用的方向和发挥作用的大小。会议期间,来自美国北美数字政府协会、纽约州立大学、南加州大学的电子政务领域专家学者,与国家信息中心、国家行政学院、中国人事科学研究院、北京大学、清华大学、吉林大学、中山大学、武汉大学、《电子政务》杂志社等国内电子政务教育与研究机构及媒体的专家学者一起,就开展中美电子政务的合作研究、探讨电子政务知识体系的构建,从各自不同的视角发表了精彩演讲。本次会议还举行了“电子政务译丛”(以下简称“译丛”)项目的启动仪式。“译丛”是国家信息中心信息化研究部与美国纽约州立大学阿尔巴尼分校政府技术研究中心共同发起的一项旨在推动电子政务研究的中美合作项目。“译丛”将由国家信息中心常务副主任王长胜和北美数字政府学会主席谢润·道斯(Sharon S.Dawes)共同担任主编,由高等教育出版社出版发行。经中美双方协商,“译丛”初步拟定出版7部著作,包括:《睿智的电子政务项目管理:控制风险与发现价值》、《电子政务的投入回报分析:公共价值的视角》、《电子政务管理中的信息资源共享与协同》、《2020年的电子政务:未来发展的趋势》、《政务信息资源保存》、《电子政务案例集》和美国第一部数字政府教材《数字政府:高级教程与案例》。
