美国是世界上受毒品危害最严重的国家之一,现有吸毒人员1300万人,占全国人口的6%,每年有一万人死于过量吸毒。毒品泛滥给美国社会治安带来了严重的危害,很多犯罪行为都与毒品有关,用于购买毒品的资金中有93%的资金来源于其它违法犯罪。每年毒品消费额达600亿美元。为了打击毒品犯罪活动,美国政府投入了大量的人力、财力、物力。为了消除毒害,美国禁毒执法部门进行了不懈的努力,积累了丰富的经验。 2000年5月22日,我随公安部组织的由禁毒局局长杨凤瑞为团长的中国禁毒业务研修团,对美国进行了22天考察学习。在美国考察期间,我们访问了美国禁毒高层决策机构,考察了美国禁毒执法部门,参观了美国边境查缉毒品的设施,受益匪
The United States is one of the most drug-affected countries in the world. At present, the number of drug abusers in the United States is 13 million, accounting for 6% of the national population. Ten thousand people die each year from excessive drug abuse. The proliferation of drugs has brought serious harm to the public order in the United States. Many criminal acts are drug-related. 93% of the funds used for drug purchases come from other criminal offenses. Drug consumption amounts to 60 billion U.S. dollars each year. In order to combat drug-related criminal activities, the U.S. government has invested a great deal of manpower, financial resources and material resources. In order to eliminate the poisoning, the drug control law enforcement agencies in the United States have made unremitting efforts and accumulated rich experience. On May 22, 2000, I conducted a 22-day study tour of the United States with the Chinese Anti-drug Business Training Group headed by Yang Fengrui, director of the Narcotics Division, organized by the Ministry of Public Security. During the visit to the United States, we visited the top anti-drug decision-making body of the United States, inspected the U.S. anti-drug law enforcement departments, visited anti-narcotics facilities on the U.S. border, benefited bandits
