发明者在所发明的项目下面署名,按理说是理所当然的。然而,现实生活中却常因署名发生争执,使人困惑。我本人曾申报过国家发明奖。经初审、形式审查、书面评审、国家科委公布无异议后又经过答辩,最后获得国家发明三等奖。获奖半年后,有一同志向主管领导反映该项发明权归属问题。主管局长责成一个副局长、一个处长对此事进行调查。又是座谈会,又是个别谈话。我曾为此事写了近两万字的备忘录,整理出5万余字的证明资料,思想压力很大。
It is logical that the inventor should sign under the proposed project. However, in real life, it is often confusing because of a dispute over the signatures. I myself have declared the national invention award. After preliminary examination, formal examination, written assessment, the State Science and Technology Commission announced without objection after a reply, and finally won the third prize of national invention. Six months after winning the award, a comrade told the competent leadership to reflect the ownership of the invention. The head of the bureau instructs a deputy director and a director to investigate the matter. It is a forum, but also a few conversations. I have written a memorandum of nearly 20,000 words for this matter, sorted out more than 50,000 words of supporting information and put great pressure on my thinking.
