Nanjing “Minsheng Bao” is the first and most influential private newspaper in the Nanjing area during the Kuomintang rule. In July 1934 at the peak of its development, it was seized by the authorities and became a typical case of the old China’s speech restriction. By systematically combing the development of the incident and according to the newly discovered documents from Taipei’s “Guo Shi Guan Gu”, the “speech and criticism” is the main reason why the newspaper was sealed up. After the September 18 Incident, the newspaper’s remarks and reports laid the foundations for Wang Jingwei’s sparring efforts sparing no effort and the Chiang Kai-shek’s established policy toward Japan that led to the determination of the two “political leaders” to die at that time . On the one hand, this incident is of great significance to the media environment of the private press before the outbreak of the Anti-Japanese War and the living conditions of the newspaper pressmen. On the other hand, it is also an important page in Cheng’s life. Influenced by this incident, the subtle changes in Cheng’s personal political attitude have also brought about a new turn for the newspaper’s activities.
