人,这个能动的感情主体,都希望在纷纭复杂的社会中找准自己的位置,实现确定的目标。 对平舆县国税局干部而言,这种感受似乎更深、更实在。因为在这里正实行着一场管理的变革。岗位目标责任管理,也许是改革中整个社会使用较多的词语,但在这里,它特殊的内涵和操作方法,正改变着每个税务人员的行为与工作方式,也改变着每个人的素质。 为此,我们走访了平舆县国税局的有关领导。县国税局长张国文,一个粗犷、质朴、豪爽的北方汉子,为我们介绍实行岗位目标责任考核制的基本情况,副局长胡保华为我们讲述了改革的全过程。
