“三农”问题，国之根本。于世纪之初召开的中央农村工作会议，进一步强调了农业在国民经济中的基础地位，并为我国农业和农村的发展描绘了宏伟蓝图。“民以食为天”，进入新世纪，“三农”问题更加引起全党和全国人民的高度重视与关注。最近，本刊也陆续收到一些同学特别是来自农村的同学的来信，希望了解这方面的情况。本文对如何解决“三农”问题作了较系统的分析介绍。为配合高校“形势与政策”课专题教学，本刊特开辟“形势报告”栏目，旨在较全面地分析介绍某一专题的来龙去脉，以帮助同学们认清形势，启迪思路。欢迎同学们为本栏目出选题，提建议。 The issue of “agriculture, countryside and farmers” is the fundamental issue of the country. The Central Rural Work Conference held at the beginning of this century further emphasized the fundamental role of agriculture in the national economy and portrays a grand blueprint for the development of agriculture and rural areas in our country. In the new century, the issue of “Agriculture, Rural Areas and Farmers” has drawn even more attention and concern from the entire party and the people throughout the country. Recently, the journal has also received letters from some of its classmates, especially those from rural areas, hoping to understand the situation in this regard. This article made a more systematic analysis of how to solve the “three rural issues”. To tie in with the teaching of “Situation and Policy” in colleges and universities, we hereby open up a section titled “Situation Report”, aiming to analyze and describe the ins and outs of a particular topic comprehensively so as to help students understand the situation clearly and enlighten ideas.
