盐业体制改革是在完善食盐专营制度基础上进行的市场化改革,既要确保食盐质量供应安全,又要释放市场活力;既要保障民生基本需求,又要促进市场有效竞争;既要实现重大公共卫生政策目标,又要提升企业盈利水平,把企业做优做强;最重要的还要使人民群众有获得感。这就要求必须把握好市场化改革和坚持食盐专营制度的结合点,全面落实盐业体制改革的各项任务。
The reform of the salt industry is a market-oriented reform based on the improvement of salt monopoly system. It not only ensures the safety of salt supply but also releases the vitality of the market. It not only guarantees the basic needs of people’s livelihood but also promotes effective market competition. Public health policy objectives, but also enhance the level of corporate profits, the company to do better and stronger; the most important thing is to make the people have a sense of gain. This requires that we must grasp the combination of market-oriented reforms and the salt monopoly system and fully implement all the tasks of the reform of the salt industry.
