烟台市档案馆中的东海关全宗档案形成于1861年至1949年,共2314卷,全部是永久卷,总长度为93.58米,平均每卷厚近4厘米,其中最厚的每卷达13厘米,最重的每卷达8000克。绝大部分系英文等外文铅印精装本。1945年抗日战争胜利前,我国的海关业务绝大部分系由外国人控制着,海关内部的税务司、帮办等官员大部分系由英、美、德、法、日等外国人任职。他们撤离中国海关前,有的将海关档案带走,有的销毁,而烟台东海关的中国官员和广大职工在外国人撤离前提前下手接管了东海关的档案,既没让外国人带走,又避免了被他们销毁,使东海关的档案完整地保存下来了。1964年烟台专区档案馆将这部分档案接收进馆。东海关档案是研究我国海关史、帝国主义对中国的侵略史、对外贸易、邮政、交通史等十分珍贵的权威性档案资料。它不仅记载着烟台东海关对国内国际各通商口岸的业务往来情况,还记载着我国各通商口岸的业务统计资料,也记载着
