传统的人力资源静态分析框架因事后统计的滞后性与事前预测对基础数据的严格要求,无法发挥人力资源对战略性新兴产业发展的强支撑作用。鉴于战略性新兴产业的典型科技先导特征和对人才资源的高度依赖与需求的多变化,以及产业内人力资源日益明显的资本化特征,从动态干预入手,根据层次分析法(AHP法)和模糊综合评价法(FCD法)对战略性新兴产业的人力资本安全预警进行研究,并以江西为例建立具体的分析模型。
The traditional static analysis framework of human resources can not give play to the strong supporting role of human resources in the development of strategic emerging industries due to the lag of post-facto statistics and the pre-forecasting of the basic data.
