2008年国际金融危机爆发以来,世界经济发生了重大和深刻的变化。一些新兴经济体国家地位显著提升,全球国际贸易规则加速重构,国际经济合作出现了很多新现象、新模式。特别是,由于世界贸易组织(WTO)多哈回合谈判停滞不前,各国开始纷纷转向签订自由贸易协定(FTA)和成立自由贸易区,推动贸易与投资的更加自由化,寻求新的经济发展动力。改革开放以来,中国积极参与国际分工,为了应对世界经济的新变化,积极推进自由贸易区建设,并将建立面向全球的高标准自由贸易区网络作为中国对外经济合作的战略目标。长江三角洲(简称长三角)是中国经济最为发达的地区,也是中国重要的对外开放先行军和试验田,在中国构建面向全球的自由贸易区网络的过程中占据着重要地位。尤其是上海自贸区建设的积极探索和推进,提供了更多构建全球高标准自由贸易区网络的可复制经验和启示。
Since the outbreak of the international financial crisis in 2008, major and profound changes have taken place in the world economy. The status of some emerging economies has been significantly improved. The global trade rules have been accelerated and re-established. Many new phenomena and new patterns have emerged in international economic cooperation. In particular, as the Doha Round of the World Trade Organization (WTO) stalled, all countries began to move towards signing Free Trade Agreements (FTAs) and setting up free trade zones to promote more liberalization of trade and investment and seek new impetus for economic development. Since the reform and opening up, China has actively participated in the international division of labor. In order to cope with the new changes in the global economy, China actively promotes the construction of a free trade zone and sets up a high-standard free trade area network that faces the world as the strategic goal of China’s foreign economic cooperation. The Yangtze River Delta (Yangtze River Delta) is the most economically developed part of China and also an important pioneer army and experimental field for China’s opening up. China plays an important role in building a free trade area network for the world. In particular, the active exploration and promotion of the construction of Shanghai’s free trade area has provided more replicable experience and enlightenment for building a global high-standard free trade area network.
