一 用15年左右时间把广州建成现代化国际大都市,这已经成为广州全市人民的共同愿望和共同的奋斗目标。作为广州市的门户——广州港应该也完全有条件建成与之相匹配的现代化国际大港口。 广州市的发展和广州港的发展是密不可分,互为促进的。广州港主要依托华南地区、广东省和广州市得到快速发展,而广州港又在广州市、广东省乃至华南、中南、西南地区,发挥了十分重要的作用。 建设广州现代化国际大都市,加快广州港发展,应当借鉴国内外港口发展的成功经验。探索国际性大港发展的共同规律,对广州港建成与广州现代化国际大都市相适应的国际性大港口是十分有益的。这些规律是: (1)高度重视并认真抓好港口的发展规划。 (2)对港口实行优惠政策。美国、日本、德国等经济发达国家均给予港口多种优惠,扶持港口事业的发展,主要港口的基础设施建设资金的一部分或大部分甚至全部由政府拨款,并鼓励私营公司投资港口,同时在价格、税收、经营等多方面给予优惠。 (3)赋予港口相应的必要的权限。港口拥有的权限要适应港口事业发展的需要。许多国际贸易枢纽港不仅是一个自由港而且还是自由贸易区、出口加工区及其他经济
