在改革开放初期,把高外销率作为选择外商投资企业的标准,以期保持外汇收支平衡的做法无疑是正确的。但是片面强调高外销,使我们的技术水平裹足不前,也使我们与许多大中型外资企业失之交臂,一定程度上偏离了利用外资的初衷。外销率高低已不是个数量问题或技术性问题,而是涉及到我们如何实现利用外资目标,加快经济发展的重大决策问题。
In the early period of reform and opening up, it was undoubtedly correct to use high export rates as a criterion for selecting foreign-invested enterprises in order to maintain the balance of foreign exchange receipts and payments. However, the one-sided emphasis on high export sales has kept our technological level stagnant. It has also caused us to miss out on many large and medium-sized foreign-funded enterprises and to a certain extent deviated from the original intention of using foreign capital. The level of foreign sales is not a quantitative issue or a technical issue. It is related to how we can achieve the goal of using foreign investment and accelerate economic development.
