今年8月2日,福建省人大常委会通过了新修订的文物保护管理条例。条例历经常委会三次审议,融汇了各方智慧,内容全面,富有地方特色。条例吸收了1996年条例实施10多年来的成功经验和有效探索,紧密结合我省实际,在文物普查、文物保护单位撤销许可、不可移动文物迁移异地保护、地下文物埋藏区划定、涉案文物移交、文物利用、法律责任等方面,都作了细化和补充。条例紧紧围绕我省文物保护实践的特色,突出重点,对涉台文物、中央苏区革命文物、水下文物保护等作了具体规定,突出了我省文物保护地方立法的特色,对加强涉台文物、中央苏区革命文物、水下文物保护,具有重要意义。 On August 2 this year, Fujian Provincial People’s Congress passed a newly revised administrative regulations on the protection of cultural relics. After three years of deliberation by the Standing Committee, the Ordinance has brought together the wisdom of all parties and has comprehensive contents and rich local characteristics. The Ordinance has absorbed the successful experiences and effective exploration made over more than 10 years after the implementation of the Regulations in 1996. In close connection with the actual conditions in our province, the ordinance absorbs cultural relics and cultural relics with the approval of cultural relics protection units, revocation and permission of cultural relics protection units, protection of non-movable cultural relics in different places, delineation of buried cultural relics, , Cultural relics utilization, legal responsibility, etc., have been refined and supplemented. The regulations closely focus on the characteristics of our province’s cultural relics protection practices, give prominence to the key points, and make specific provisions on the relics related to Taiwan, the revolutionary relics in the Central Soviet Area and the protection of underwater cultural relics, highlighting the features of local legislation on the preservation of cultural relics in our province, Cultural relics, revolutionary artifacts in the Central Soviet Area and the protection of underwater cultural relics are of great significance.
