水资源是人类赖以生存的基本条件之一,是经济社会发展必不可少的物质基础。我国是水资源短缺的国家,人均占有量只有世界平均水平的1／4,我国不仅水资源分布不均匀,而且水体污染严重。合理利用水资源,是实现我国经济社会可持续发展必须解决的突出问题, 推进水资源价格改革,发挥市场配置资源的基础性作用,是完善社会主义市场经济体制的重要内容。
Water resources are one of the basic conditions for human beings to survive and are an indispensable material basis for economic and social development. China is a country with a shortage of water resources and its per capita possession is only 1/4 of the world average. Not only is China’s water resource unevenly distributed, but its water body is seriously polluted. Rational utilization of water resources is an outstanding issue that must be solved in order to achieve sustainable economic and social development in our country. It is an important part of perfecting the socialist market economic system that promoting the price reform of water resources and giving full play to the fundamental role of the market in allocating resources.
