教育的均衡是社会和谐的基石，义务教育的均衡则是在教育起点上的均衡，是惠及民生的重要议题。如何在教育起跑线上保障公民享受到平等优质的教育，是我国教育事业下一步发展的重要任务。苏州市在推进义务教育均衡发展中，紧紧抓住了办学条件、教师资源、生源质量以及教育质量4个重点环节，切实落实好政府责任制度、教育经费管理制度、资源共享机制、教育评价制度4个方面的保障机制，促进了城乡办学条件均衡发展、城乡教师资源均衡配置、城乡生源质量均衡分布以及义务教育的高位均衡发展，在全国率先实现了义务教育的均衡发展。本文对苏州市促进义务教育均衡发展的经验做法进行了总结，并提出促进我国义务教育均衡发展的政策建议。","Balanced education is the keystone of society.Balanced compulsory education is the bal-ance at the beginning of education,and is a significant issue that benefits common people.How to en-sure affair and quality education is the major task of education development.In promoting balanced development of compulsory education,Suzhou has taken the following measures as schooling condi-tions,teacher resources,student quality and education quality and ensured four guarantee mecha-nisms like govement responsibility system,education funds administration system,resource sharing system,education evaluation system to promote balanced education.This paper summarizes the Suzhou experience and suggests some policies to promote balanced development of compulsory educa-tion in China.
