在分析军民融合创新特性基础上,基于利益相关者理论和治理理论提出了军民融合创新治理体系,并将该体系分为内部治理、外部治理两个层次。基于各利益相关者的治理需求和责任,提出了融合创新的利益相关关系治理模型,进而提出两种典型的融合创新治理模式,即军工单位主导的治理模式和民工单位主导的治理模式。采用社会网络分析方法,研究、比较了两种治理模式的代表性案例,结果证明了理论成果的合理性。
Based on the analysis of innovation characteristics of civil-military integration, a civil-military integration innovation governance system is proposed based on stakeholder theory and governance theory, and the system is divided into two levels: internal governance and external governance. Based on the governance needs and responsibilities of various stakeholders, this paper proposes a model of stakeholder governance that integrates innovation and innovation, and then proposes two typical modes of integration and innovation governance, namely, the governance model dominated by military units and the governance model dominated by migrant workers. Using social network analysis method, this paper studies and compares the representative cases of the two governance modes, and the result proves the rationality of the theoretical results.
