本文使用中国省际面板数据分析了我国创新能力积累的主要影响因素,并比较了技术引进、R&D和FDI在提高我国创新能力上的效果。结果表明,R&D、引进国外技术和FDI对我国创新能力的积累均有显著的正效应,并且R&D对创新能力积累的影响程度最高,而国内企业之间的技术转移对提升创新能力没有显著影响。对所有制结构的分析则表明,国有经济比重对R&D支出向创新能力的转化起负面影响,而与引进国外技术支出和FDI向创新能力的转化呈现出正相关关系。在创新能力积累的地区差异上,东部地区依靠引进国外技术和FDI所能实现的创新能力转化效果并不显著,而西部地区由于技术水平薄弱,R&D对创新能力的积累作用有限。
This paper analyzes the main influencing factors of China’s innovation ability accumulation by using China’s provincial panel data and compares the effects of technology introduction, R & D and FDI in improving China’s innovation ability. The results show that the R & D, the introduction of foreign technology and FDI have a significant positive effect on the accumulation of innovation capability in China, and R & D has the highest impact on the accumulation of innovation ability, while the technology transfer among domestic enterprises has no significant impact on innovation capability. The analysis of the ownership structure shows that the share of state-owned economy has a negative impact on the transformation of R & D expenditure to innovation capability, while it shows a positive correlation with the transformation of the introduction of foreign technology expenditure and FDI to innovation capability. In terms of regional differences in the accumulation of innovation capability, the effect of innovation in the eastern region relying on the introduction of foreign technologies and FDI is not significant. However, due to the weak technical level in the western region, R & D has limited accumulation of innovative capabilities.
