行政干预是指行政机关运用经济、法规、政策等手段,对国家事务运行状态和关系进行调节,以保证经济,政治,文化等方面的持续、协调、健康发展。而我国的房地产市场过热以来,我国对该市场运用了多种行政手段进行干预,以达到稳定该市场的目的。本文在总结了近年来我国对房地产市场的行政干预手段,尤其是对一线城市如北京上海等的特殊法律法规,利用2000年第一季度到2011年第四季度的数据,通过灰色系统预测GM(1,1)模型及多元回归,分析得出在对一线城市进行行政干预同时,应注意对二线城市房地产市场影响。针对这一结论,从能够平衡稳定发展房地产市场的角度,提出了完善房地产市场、推动房地产市场发展,适当行政干预等建议。
Administrative intervention refers to the administrative organs using economic, regulatory, policy and other means to regulate the operation of state affairs and relations to ensure the sustained, coordinated and healthy economic, political and cultural development. Since the overheating of China’s real estate market, China has interfered with various administrative measures in this market in order to stabilize the market. This article summarizes the means of administrative intervention in the real estate market in our country in recent years, especially the special laws and regulations of first-tier cities such as Beijing and Shanghai. Using the data from the first quarter of 2000 to the fourth quarter of 2011, the GM 1,1) model and multiple regression analysis, we conclude that the administrative intervention in the first-tier cities should pay attention to the real estate market in the second-tier cities. In response to this conclusion, from the perspective of being able to balance and steady development of the real estate market, we put forward suggestions on improving the real estate market, promoting the development of the real estate market, and appropriate administrative intervention.
