日本国铁1985年改善经营计划之一是精简包括四国总局在内的全国29个管理局的组织机构。预计将目前的1,037个科室削减为238个科室,人员由现在的2万人减去20%。为了实现国铁职工35万人的体制,1980年4月在铁路管理部门开始精简。先从本社(即铁道部)进行精简,取消开发局,缩减船舶局,精简了2,200人(约占本社职工的20%)。这次改革,根据各地的特点进行准备工作,计划按大、中、小三类局的精简方案试点。
One of Japan’s National Railways plans to improve operations in 1985 was to streamline the organization of the 29 administrations in the country, including the four nations’ general administration. It is estimated that the current 1,037 departments will be reduced to 238 departments and staff will be reduced by 20% from the current 20,000. In order to realize the system of 350,000 workers and staff of the state railway, the railway administration began to streamline in April 1980. First, it streamlined the CCS (ie Ministry of Railways), abolished the Development Bureau and downsized the shipping agency, streamlining 2,200 people (about 20% of the workers in CCS).
