长期以来,我国电力工业采用的是集中纵向供用电方式。近年来,许多因素促使其不断调整传统的发供用电模式结构。其一是环境保护的压力,由于煤、油的过度消耗,空气质量下降,出现雾霾天气,威胁人类健康;其二是土地资源有限,新建大电厂及输电线路走廊用地遗来越困难;其三是全球经济竞争需求高品质、低成本的电力产品;其四是煤、石油、天然气储备有限,不可再生;其五是经济发展显现电力系统容量的相对不足。近年来很多电厂燃煤储量不足且煤价飞涨,发电困难,各供电企业纷纷实施有序限电,特别是到了冬、夏用电高峰
