本文以环境库兹涅茨曲线(EKC)理论为基础,选取了新疆1990~2009年的工业“三废”排放量作为衡量环境质量指标,建立了工业“三废”排放量与人均GDP之间的计量模型,对新疆工业三废排放量与人均GDP之间的动态关系进行了实证研究。研究表明:新疆工业废水排放量与人均GDP之间不存在明显的环境库兹涅曲线关系,而工业废气排放量、工业固废排放量、工业三废总量与人均GDP之间均呈“U”形曲线关系。由于工业废气、工业固废的排放对生态环境的压力影响明显,其增长率的提高会加大对生态环境的压力,并延缓环境库兹涅茨曲线拐点的到来,新疆政府应加强对生态环境压力增大问题的重视,积极采取相关政策和手段,以便使生态环境与经济增长之间协调可持续发展。
