公安机关在对违法犯罪分子实施打击、制裁、监控和改造,以及发挥人民公仆和卫士的社会效能过程中,形成了数量庞大、格式稳定、功能特异的多门类专门档案——公安档案。公安档案是反映公安职能活动最具特色的部分(约占公安机关档案总资源的4/5)。公安管理活动的特殊性使公安档案无论在形成、来源,还是内容、形式上,都带有很强的“个性”。目前,所见的论著与论文中,关于公安档案性质的描述,大多重复其它档 During the crackdown, sanctions, monitoring and reform of criminals and the social effectiveness of public servants and guards, the public security organs formed a large number of special files with stable format and special functions - the public security files. Public security files reflect the most distinctive part of public security functions and activities (accounting for about 4/5 of the total resources of public security organs’ archives). The special nature of public security management activities makes the public security archives have a strong “personality” in terms of formation, source, content and form.
