县级市兼具城市与农村特征,是城乡发展的结合点,在新型城镇化建设中成为各类资本投资县域的首选。本文根据中国县级市发展特点构建投资环境评价指标体系,以河北省为研究样本,运用因子分析法对各县级市投资环境进行动态评价和变化趋势分析,探讨县级市投资环境的空间优化对策,为各地选择正确发展道路和实现区域协同提供参考。近些年,河北省各县级市投资环境总体水平稳步上升,但各地差距进一步加大,马太效应初显;结合主体功能区规划,确定沿京津地区、冀中南重点开发区、农产品主产区三类县级市特色投资环境的发展路径;各地通过增强金融实力和均衡发展各投资子环境以提升投资环境综合水平,从提供优质公共服务、促进区域协调发展方面改善投资软环境。
County-level cities have both urban and rural characteristics and are the combination point of urban and rural development. They have become the first choice for all types of capital investment in the new urbanization. Based on the development characteristics of county-level cities in China, this paper constructs an index system of investment environment evaluation. Taking Hebei Province as a sample, this paper analyzes the dynamic changes of investment environment in county-level cities by factor analysis and discusses the spatial optimization of investment environment in county-level cities Countermeasures for all localities to choose the right path for development and regional coordination to provide a reference. In recent years, the overall investment environment in all county-level cities in Hebei Province has risen steadily, but the disparity has further widened and the Matthew effect has begun to show. Combined with the planning of the main functional areas, the key investment areas along the Beijing-Tianjin-Zhuhai-Hebei and Zhongjian-South Major Development Zones, The development path of special investment environment in the three county-level cities in the producing areas; all localities improve the investment environment by enhancing the financial strength and balanced development of all investment sub-environments, and improving the investment soft environment from the aspects of providing high-quality public services and promoting the coordinated development of the regions.
