金华市三项医保制度管理职能的整合步履可谓跌宕起伏,一波三折。随着新农合与城镇居民医保的实施,全市8个统筹区的主管机构形成了4个由一个部门统管,4个由两个部门分管,其中4个统管的,2个由人社部门主管、2个由卫生部门统管的格局。变革之后,2个由卫生部门统管的,1个已划归人社部门统管,1个已正式行文改由人社部门统管;4个分管的统筹区,2个直接归并至人社部门,2个先归并至卫生部门又再转到人社部门统管。如今,全市从初始的2个由人社部门统管,演变成了7个已由人社部门统管,还有1个由人社部门实施统管有待落地。从这一变化中,
