目前盾构隧道设计方案决策,仅考虑初期投入和建设成本,很少考虑到全寿命成本和社会成本和环境成本,因而有较大的缺陷和局限性。这直接导致了盾构隧道维护成本、建设期交通堵塞成本及环境成本过高,社会负面影响大的问题。基于全寿命周期的盾构隧道经济成本评估正是针对这一问题,从工程学和经济学的角度综合考虑了设计、建设、营运、检测、养护、社会、环境等各个方面的因素,最终以隧道全寿命周期的综合经济成本为指标,以此来评价工程的优劣与经济性。
At present, decision-making of shield tunnel design scheme only considers the initial investment and construction cost, rarely takes into account the full life cost and social costs as well as the environmental costs, and therefore has great defects and limitations. This has directly led to the maintenance cost of shield tunnels, the construction cost of traffic jam and high environmental costs, and the negative impact on society.
