城市规划对一个城市社会经济的发展有着举足轻重的作用，但传统规划体制与市场经济的不适应导致城市规划问题重重。本文通过分析政府经济行为产生的原因以及它与市场的关系，阐明了市场经济条件下作为政府行为的城市规划管理应处的地位并在此基础上对我国城市规划的改革提出了设想。
Urban planning plays a decisive role in the development of a city’s social economy. However, the inadequacy of the traditional planning system and the market economy has caused problems in urban planning. This paper analyzes the causes of government economic behavior and the relationship between it and the market, clarifies the status of urban planning management as a government behavior under market economy conditions, and on this basis puts forward plans for the reform of urban planning in China.
