住房市场供给与需求的不平衡,暴露出我国住房金融体系结构和功能的不完善性,主要表现在:住房金融组织机构体系不健全、融资渠道单一、缺乏协调完整的住房金融一、二级市场、配套设施体系滞后等。为此,我们必须借鉴国外成熟经验,结合我国国情,从组织机构体系、金融工具体系、配套设施体系三方面入手进行尝试性构建,即加快各类金融组织机构的建立;加强住房金融二级市场及多元化融资渠道的建设;推进房地产金融法律法规体系的完善和多层次的住房金融配套体系的构建。
