1949年1月6日至17日,在中苏关系史上颇具历史意义。在这期间,毛泽东和斯大林就如何结束以蒋介石为代表的国民政府的统治,频繁交换函电,商谈对策。这些电报,探讨了如何应对国民党提出的所谓和平谈判问题、如何回答国民政府邀请英美法苏四国政府居间调停国共停战议和的问题、建立联合政府的过程中如何对待民主人士的问题以及苏联援助问题等等。1月14日,毛泽东发表关于时局的声明,提出与国民党谈判的八项条件,基本上反映了毛泽东与斯大林往来函电的内容。这些函电,对当时中国政治形势的进一步发展乃至新中国的内政外交,都产生了深远影响。
