运用三阶段DEA的方法,对黑龙江省50个国有森工企业投入产出效率值进行测算,结果表明:(1)在环境因素及随机因素未被剔除情况下,其综合技术效率被高估,原因在于各森工企业纯技术效率、规模效率均被高估。(2)黑龙江省各森工企业的综合技术效率较低,均值为0.635,其主要原因在于纯技术效率较低。(3)黑龙江省林区各森工企业发展存在一定的差异,牡丹江林区最优,松花江林区次之,合江林区第三,伊春林区第四,大兴安岭林区最低。
The three-stage DEA method is used to estimate the input-output efficiency of 50 state-owned forestry and industrial enterprises in Heilongjiang Province. The results show that: (1) When the environmental factors and random factors are not removed, the comprehensive technical efficiency is overestimated, The reason is that each forest-based enterprises purely technical efficiency, scale efficiency are overvalued. (2) The comprehensive technical efficiency of various forestry enterprises in Heilongjiang Province is relatively low, with a mean value of 0.635. The main reason is that the pure technical efficiency is low. (3) There are some differences in the development of forestry enterprises in Heilongjiang Province. Mudanjiang forest area is the best, Songhuajiang forest area is the second, Hejiang forest area is the third, Yichun forest area is the fourth, and Daxing’anling forest area is the lowest.
