2010年8月,杭州市委工作会议作出“以新型城市化为主导,推进城乡区域统筹发展”的战略部署,目的是为了加快转变经济发展方式和城市发展方式,培育新经济增长点.着力解决城乡间、东西部区域间发展不平衡、不协调等问题。2012年杭州市十一次党代会更是将“城乡区域统筹发展”确立为杭州建设“三城三区”的重要内容,成为未来5～10年杭州发展的战略抉择。
In August 2010, the working conference of Hangzhou Municipal Party Committee made a strategic plan of “taking urbanization as the leading factor and promoting overall development of urban and rural areas” in order to speed up the transformation of economic development mode and urban development mode and foster new economic growth point. Solve the problems of unbalanced development and uncoordinated development between urban and rural areas and between eastern and western regions. In 2012, the eleventh party congress in Hangzhou is an important part of establishing “integrated development of urban and rural areas” as the key component of Hangzhou’s construction of “three cities, three districts” and become the strategic choice for Hangzhou’s development in the next 5 to 10 years.
