可持续发展背景下,环境因素越来越成为评价工业效率的重要指标,本文以工业SO2为非期望产出分别考察环境非规制、弱规制和强规制下的工业效率及影响因素。研究表明:从环境非规制到弱规制时,各省份和地区的工业综合技术效率趋向不变或下降,从环境弱规制到强规制时,各省份和地区的综合技术效率变化复杂;弱规制和强规制下影响中国东、中、西部工业综合技术效率的因素存在规制强度差异和区域差异,而且新型工业化战略的政策转变显示出提升各区域工业效率的即时性。
Under the background of sustainable development, environmental factors are increasingly becoming an important index for evaluating industrial efficiency. This paper examines the industrial efficiency and influencing factors of industrial non-regulatory, weak regulation and strong regulation with industrial SO2 as the non-expected output. The results show that: from the non-regulatory to the non-regulatory, the efficiency of industrial integrated technology in all provinces and regions tends to be constant or declines. From the weak environmental regulation to the strong regulation, the comprehensive technical efficiency changes in various provinces and regions are complex. The weak regulation and Under the strong regulation, there are some differences in regulatory intensity and regional differences that affect the efficiency of comprehensive industrial technologies in the eastern, central and western regions of China. Moreover, the policy shift in the new industrialization strategy shows the immediacy of industrial efficiency in various regions.
