竞争性谈判作为一种在国际上被广泛采用的采购方式,有其存在的合理性和必要性。我国仅仅在政府采购中以法律形式明确提及了这种采购方式。从竞争性谈判采购方式的产生背景、发展历程、国有企业采购的现状、竞争性谈判的优缺点以及如何扬长避短,更好地在国有企业中有效运用竞争性谈判进行采购等方面进行了分析。 As a kind of purchasing method widely used in the world, competitive negotiation has its rationality and necessity. My country refers explicitly to this form of procurement by law only in government procurement. This paper analyzes the background, development history, the status quo of SOE procurement, the advantages and disadvantages of competitive negotiation, how to avoid weaknesses and better use of competitive negotiation in state-owned enterprises.
