公务员作为我国社会经济活动的组织者和参与者,其素质的高低直接决定着政府的办事效率和行政质量,决定着政府服务社会的能力和公众满意度。本文从人力资本投资理论角度,分析了目前我国公务员培训制度中存在的问题,同时提出了符合我国国情的公务员人力资本投资的具体实施途径。
As the organizers and participants of social and economic activities in our country, the quality of civil servants directly determines the efficiency and administrative quality of the government and determines the ability of the government to serve the society and public satisfaction. Based on the theory of human capital investment, this paper analyzes the existing problems in the training system of civil servants in our country and puts forward the concrete implementation ways of human capital investment in line with China’s national conditions.
