党的十八届四中全会通过的《决定》,在第五部分以“增强全民法治观念,推进法治社会建设”为题,对推进法治社会建设提出了具体的要求。结合对《决定》内容的理解,我认为增强全民法治观念,推进法治社会建设应该从以下方面着手。推进法治社会建设需打牢群众基础。法治的事业是人民的事业,民众的法律意识体现着一个国家法治状况 In the fifth part, the “Decision” adopted by the Fourth Plenary Session of the 18th CPC Central Committee puts forward specific requirements on promoting the construction of a society ruled by law through the theme of “strengthening the concept of universal rule of law and promoting the building of a society ruled by law.” Combined with the understanding of the “decision”, I think the following aspects should be taken to enhance the concept of universal law and promote the social construction of the rule of law. To promote the construction of a society ruled by law needs to lay a solid foundation for the masses. The cause of the rule of law is the cause of the people and the people’s legal awareness reflects the status of the law of a country
