事业单位人事制度改革是干部人事制度改革的重要内容,也是事业单位自身适应市场经济发展的客观需要。由于历史的原因,事业单位种类繁多,结构复杂,人员众多,因此事业单位人事制度改革涉及面广,具有一定的艰巨性,复杂性和风险性。事业单位人事制度的改革,能够对工作人员的工作潜能进行有效的激发,在此过程中不断的完善社会公共服务职能以及服务效率,这对于我国社会的多向性发展具有非常重要的意义。基于此,本文对事业单位认识制度改革过程中面临的问题以及原因进行研究和分析。
The reform of the personnel system in public institutions is an important part of the reform of the cadre and personnel system and an objective need of institutions to adapt themselves to the development of a market economy. Due to historical reasons, there are a large variety of institutions, complex structures and numerous personnel. Therefore, the personnel system reform in public institutions involves a wide range of issues, which is of arduous, complicated and risky. The reform of the personnel system in public institutions can effectively stimulate the potential of the workforce. In this process, the public service functions and the service efficiency are continuously improved. This is of great significance to the multi-directional development of our society. Based on this, this article studies and analyzes the problems that the institutions are facing in the process of recognizing the system reform.
