In November 1989, the State Council’s “Two Offices and One Office” approved the establishment of the first batch of national construction labor service bases, marking that China’s construction labor service has entered a new stage of development; at the beginning of 1992, the Ministry of Construction issued “Interim Measures for the Implementation of Base Management of Construction Services”. The construction service has been pushed to the normalized and legalized track. Base management, through the establishment of a construction labor service base, implements a unified organization, unified dispatch, and unified management of small and medium-sized construction enterprises that use sporadic township construction teams to form a complete management between the exporting, importing parties and their competent authorities of construction labor services.
