如果住房价格长期居高不下、继续在高位运行,不仅直接影响到城镇居民家庭住房的改善,而且还会影响到金融安全,甚至威胁到整个国民经济的健康运行和社会稳定。在这种情况下,要求政府实施宏观调控已成共识。金融、税收等调控房价和抑制炒房的措施接连出台,表明了国家遏止过高房价的决心。其中,“住宅禁商”政策也是在这样的背景中出台的,目标就是要迫降虚高的房价。
