5月1日起,7大类28小类室内公共场所将全面禁烟,经营者须在这些公共场所设置醒目的禁烟警语和标志,一旦出现违规吸烟情况,经营者将受罚。这是卫生部新修订的《公共场所卫生管理条例实施细则》中新增加的“室内公共场所禁止吸烟”内容。这是我国第一次明确将“室内公共场所禁烟”列入公共场所卫生管理条例。然而,一个多月过去了,禁烟效果如何?记者探访一些公共场所发现,很多公共场所依旧允许烟民吸烟,而在少数执行规定严格的场所,烟民则在想办法寻找“冒烟”的机会,于是,一些医院楼前的花坛成了烟灰缸,被塞满烟头。面对禁烟令,烟民照吸不误,罚则不明的细则,也让禁烟执法仍然成为难点。
From May 1st, 7 categories of 28 types of indoor public places will be completely banned. Operators shall set up prominent non-smoking warnings and signs in these public places. Once a violation occurs, the operator will be punished. This is the newly added “No Smoking in Indoor Public Places” revised by the Ministry of Health’s newly revised Regulations for the Implementation of Public Health Management Regulations. This is the first time that China has explicitly included the “smoking in indoor public places” in the public health management regulations. However, after more than a month passed, how was the smoking ban? The reporters visited a number of public places and found that many public places still allow smokers to smoke. In a few places where enforcement regulations are strict, smokers are looking for ways to search for “smoke.” The chance, therefore, some hospital buildings in front of the flower ashtray, was covered with cigarette butts. In the face of smoking bans, smokers take the right to smoke, and fines for unclear fines also make it even more difficult for law enforcement.
