本文基于长三角地区二省一市(浙江、江苏和上海)的投入产出表,运用CGE(可计算的一般均衡)模型模拟了碳税开征后的大气污染物减排及对经济发展的影响,并给出了开征碳税的若干建议:一是建议定率征收,税率定在5%~10%较为合适;二是建议采取小步走、分阶段的实施方式;三是建议在生产环节征收,收入纳入预算管理,并做好与其他环境税种的协调配合。
