本會於一九五五年九月一日發出‘關於認真清理救濟款的通知’以後,各地經過全面的清理,把分散存留在各區、鄉的救濟款,統一由縣掌握,初步扭轉了以往‘层层机動’、‘曆曆積壓’的情况。同時也揭發了不少貪污、挪用、幹部徇私多佔以及帳目混亂等問題,並作了某些必要的處理。為了在這次清理工作的基礎上,切實改進今後農村救濟款的發放工作,要求各地經常加强對幹部的思想教育,使能領會政策精神和具體作法,特對農村救濟款的支撥和管理辦法,作出如下規定: 一、今後農村救濟款的發放,均由縣负责掌握,區、鄉只負評议和审查批准之資。每次發放之前,縣將發放的控制指標告知各區,作為內部掌握的依據。俟各鄉評妥并經区审查批准以後,再由區將實際需要款数汇总報縣,以凭核發。區、鄉一律不得保留機動款。
